Sri Lanka Ministry of Textile industry

Sri Lankan Government declared 2009 as IT and English year.As IT professionals we are still dreaming to make our country on of big IT resource in the world.but i am wonder why still sri lankan government can't make their Ministries email addresses are working and fully managed.i want to get textile Ministry approval for some business work.this is what i get when i try to email to the Minister's email.

Does it make sense to have e-Gov without working email ???

Textile industry is one of biggest industries in sri lanka that directly involves with foreign buyers.if they cant get any support via email then what is the point of having a ministry for textile industry?
